Abstract:

This polygon data theme shows the general location and distribution of federal, state and local property boundaries (state parks, wildlife management areas, National Parks and other entities) within Jefferson county, West Virginia

Purpose:

The purpose of this data theme is to provide digital spatial information on the location of the public land areas to assess in the development of a hazard mitigation and assessment plan for Jefferson County, West Virginia Project Impact.

Process Step

Process Description:

This data set (WVstewardship.zip) was obtained from the West Virginia GIS Tec Center, West Virginia University, Morgantown , West Virginia. The statewide stewardship theme was provided in the Universal Transverse Mercator map projection, Zone 17, North American Datum of 1927. For more detail information on the stewardship theme see the online linkage above.
Once the theme was unzipped the shapfile was added to an existing ArcView 3.2 project and display in a new view. The theme was then unprojected to decimal degrees and transformed to the North American Datum 1983 using ArcView's project utility wizard and renamed public lands. The newly transformed theme was brought into an existing view and displayed. Polygon boundary themes for Berkeley, Jefferson and Morgan counties were added to the view. The county themes were overlaid on top of the public lands layer. Next, the public lands theme was clipped using geopressing wizard with each county boundary theme. The clip resulted in one public lands shapefile covering Jefferson, Berkeley and Morgan counties. The next step was to add the (approximate) property boundaries of NCTC to the public lands theme. This was accomplished by changing the view to theUTM map projection and adding a color infrared DOQQ as a background for reference. In addition to adding the image, an existing property theme was added to the view. The existing boundary polygon theme was made transparent and the outline changed to a red line. The polygon theme was created by digitizing on screen directly on top of the existing NCTC property theme using ArcViews polygon creation tool then modifying the polygon as needed to match the existing boundary and land forms (roads &,Potomac river) visible on the DOQQ. Once the digitizing was complete the edits were saved and the shapefile renamed.

The new shapefile was then used to create a shapefile of just the Jefferson County area. This was done by geo-referencing the Jefferson County area using ArcMap.
