Latest US 340 News: During the May 15th Planning Commission meeting, members discussed the draft version of the US 340 East Gateway Corridor Plan. The goal of the May 15th meeting was to provide final input to the DRAFT version that is now available to the public for input. The public hearing is scheduled for June 12th at 7:00 p.m. in the basement of the Charles Town Library. To view the May 15th version, click here (document will be posted online by Friday, May 18th). To provide public comment prior to the June 12th meeting, please prepare feedback in a Word document and send via e-mail by June ____ (TBD) to planningdepartment@jeffersoncountywv.org with "US 340 Plan Feedback" in the subject line. Latest US 340 News: During the April 10th Planning Commission meeting, members will discuss the draft version of the US 340 East Gateway Corridor Plan. The goal of the April 10th meeting is to provide final input to a version of the Plan that will be made available to the public for their input at a Public Hearing, tentatively scheduled for June. Thank you for your interest in the US Route 340 Corridor East Gateway Plan. This study, led by the Jefferson County Departments of Planning & Zoning Staff, is a collaborative process to create a small area plan using a series of meetings to gather citizen input related to land use management and future planning efforts for the land area located along US Route 340 between Charles Town and Harpers Ferry, West Virginia.
Five public meetings were held to gather citizen input:

The purpose of this work effort is to assist the Jefferson County Planning Commission and the County Planning and Zoning Department staff in developing a Land Use Vision Plan for the US Route 340 Corridor. The Land Use Vision Plan will support the development and update of the county's Comprehensive Plan.
- Click here - Scenario 1: Rural Landscape with Growth in the Urban Growth Boundary (PDF)
Development is concentrated inside the Charles Town and Ranson Urban Growth Boundaries, where growth can be served by existing utilities and transportation infrastructure. Much of the area outside of these boundaries is retained in agricultural land, open space, or low-density residential uses.
- Click here - Scenario 2: Planned Mixed Use (PDF)
Mixed-use development is permitted in a broader section of the corridor, while respecting the area's rural character, environment, history, and character.
- Click here - Scenario 3: Full Build-Out (PDF)
Maximum flexibility in land use, allowing for a larger area of retail, office, manufacturing, and other types of commercial and industrial land uses. Additionally, this scenario envisions an expanded area for residential development, at higher densities. This scenario will result in high intensity use of the land within the US 340 study area.
- Represent a broad range of general patterns for different locations along the US 340 Corridor
- Reflect the broad feedback received during the two previous public workshops and from the MetroQuest survey
- Show a menu of choices to represent different values and policy choices
- Show general locations of possible future land use activities
- Show how the corridor could look in 25 years
- Act as the starting point in the selection of a preferred land use scenario
The three scenarios are NOT intended to:
- Be definitive, complete or detailed plans
- Limit the discussion about land use on the 340 corridor
- Locate land uses on an individual land-parcel level
- Represent a plan to rezone any individual property
- Reflect current real estate market conditions, utility locations, or other existing conditions
