Jefferson County Issues Request for Qualifications for Commercial Real Estate Brokerage Services

CHARLES TOWN, WV (April 29, 2026) – The Jefferson County Commission has issued a Request for Qualifications (RFQ) for Commercial Real Estate Brokerage Services to support the next phase of the County’s facilities transition. The Commission is seeking qualified firms to provide professional brokerage services related to properties that will become available following the relocation of County operations into the new Government and Judicial Complex. 

 While the Commission is interested in evaluating the sale of several properties on Washington Street and George Street, this RFQ does not include any interest in retaining brokerage services for the Historic Courthouse. The Commission intends to work with partner organizations to help ensure the Historic Courthouse is preserved and utilized as a museum. 

The issuance of this RFQ for commercial real estate brokerage services follows the passage of West Virginia House Bill 4484 (2026), sponsored by Joe Funkhouser, which expanded the tools available to county commissions for the disposition of public property. Prior to this legislation, county commissions were limited to transferring property to other governmental entities or selling property through public auction. The new law authorizes sales through competitive bidding, providing counties with additional flexibility to pursue the best value for taxpayers. 

The Commission recently purchased 393 North Lawrence Street and 330 North George Street and has begun the transition into what will become Jefferson County’s future Government and Judicial Complex. Together, the two facilities total approximately 150,000 square feet and are expected to improve public access, operational efficiency, and long-term service delivery. As departments relocate, County-owned properties on Washington Street and George Street will be marketed for sale. 

Through this RFQ, the Commission is seeking firms with demonstrated experience in commercial real estate brokerage, property marketing, valuation, transaction management, and successful representation of institutional or public-sector clients. Respondents must have an office located in West Virginia. Responses should also address market knowledge, proposed strategy, qualifications of key personnel, compensation structure, and references for comparable assignments.
