The Building Code Enforcement Ordinance requires that all structures constructed in Jefferson County are to comply with the requirements of the International Residential Code (IRC) and/or the International Building Code (IBC), which shall be the most recent version adopted by the State of West Virginia. The requirement for building permits and inspections includes but is not limited to: residential and commercial/industrial structures, remodeling and renovation projects, building additions, finished basements, detached garages, car ports, wood stoves, plumbing, mechanical or electrical work, signs, fences of 6' height or taller, sheds/storage buildings, garages, and swimming pools/hot tubs.
Building permit application forms and the permit fee schedule are available by contacting the Office of Building Permits & Inspections. The International Building Codes are available for review in the Office of Permits & Inspections or can be purchased from the International Code Council at http://www.iccsafe.org
Jefferson County Permits & Inspections Offers New Customer Portal
(Charles Town, WV) In an era where information flows at unprecedented speeds, the Jefferson County Office of Building Permits and Inspections is excited to announce the launch of the newest version of the MyGovernmentOnline (MGO) customer portal platform. Lead Permit Technician, Maddy Stephenson stated that, “in just a few short weeks, on August 25, 2025, Jefferson County is launching the new MGO Connect customer portal and joining the other local jurisdictions within the county already using this amazing program!”
Stephenson explained that, “MGO Connect brings an all-new customer portal experience to our Building Contractors and Residents in Jefferson County. Existing customers can simply visit www.mgoconnect.org and login with the same e-mail address and password that they already have, or new customers can create a new account through the MyGovernmentOnline (MGO) customer portal. In addition to the web-based platform, MGO Connect offers a mobile app that can be downloaded onto your mobile device. Simply go to the Apple App Store, or the Google Play store for Android devices, and search ‘MGO Connect’ to download the app to your mobile device.”
Enhancements
The Office of Building Permits and Inspections encourages all contractors, residents, and other users of the customer portal to consider trying out the new MGO Connect customer portal at your earliest convenience. We are certain you will appreciate and eventually prefer to use the new MGO Connect customer portal. It will reduce the need to visit our office to submit permit applications and the need to call us to schedule inspections. Highlights of the program include:
- A simple online application submittal experience that is easy to navigate.
- An informational landing page where Jefferson County can share important messages through the customer portal.
- A condensed ‘Projects’ list that allows you to view your pending applications as well as permits that are in-progress from a single location.
- Useful Maps and Graphical interfaces.
- Simple “I Want To…”feature where you can quickly Pay Fees, Print Receipts, Print Permits, Request Inspections and more.
- View the progress of your project with a modernized “Tasks List” feature indicating the current project stage as well as any incomplete and completed tasks.
For contractors that are new to MGO, you can also create a free customer portal account at www.mgoconnect.org using your preferred e-mail address. Simply select the ‘New Account’ link at the top of the page and enter the requested details.

Notice of Fee Increase
To All Builders, Contractors, Engineers, Architects, Developers and Homeowners:,
Changes to the permit fee schedule have been adopted and will become effective on July 1, 2024. The changes are for increases in Commercial Fees and Miscellaneous Fees only. These fees were established by the County Commission at their April 4, 2024 meeting. Residential building permit fees have not changed.
